Management and nature supervision

On 10 November 2023, the King in Council established Østmarka National Park covering 53.9 km² and the Østmarka Outdoor Recreation Area covering 16.9 km². At the same time, the existing protected areas Østmarka Nature Reserve, Hauktjern Outdoor Recreation Area, and Spinneren Outdoor Recreation Area were revoked. Apart from a number of private cabin properties, all newly protected land lies on the properties of the municipalities of Oslo and Nordre Follo, located within the municipalities of Oslo, Nordre Follo, and Enebakk.

Who manages Østmarka?

The County Governor of Østfold, Buskerud, Oslo and Akershus has the overall responsibility for the management. The County Governor cooperates with the contact committee, which consists of representatives from the various municipalities, and an advisory committee that is to represent the different interest organizations in the area. In the long term, a national park board will be established, composed of politicians from the municipalities.

What does the management authority do?

The management authority processes applications for exemptions under the protection regulations for Østmarka National Park and the Østmarka Outdoor Recreation Area. They are responsible for ensuring that users and rights holders in the area receive sufficient information about conservation values, applicable rules, and management measures. Each year, they request state funds for management, visitor handling, information work, and for habitat management and nature restoration.

Norwegian Nature Inspectorate (SNO)

The Norwegian Nature Inspectorate is the management’s operational field unit. They monitor compliance with the following environmental laws on public and private land:

  • the Outdoor Recreation Act
  • the Nature Diversity Act
  • the Motor Traffic Act
  • the Cultural Heritage Act
  • the Wildlife Act
  • the Salmon and Inland Fisheries Act
  • the Markaloven (the Mark Forest Act)
  • the Small Craft Act
